Sh1 Trillion Northern Plan Starts (New Vision)

Kampala - THE sh1.1 trillion Peace, Recovery and Development Plan project (PRDP) for Northern Uganda starts this financial year, the Prime Minister, Apolo Nsibambi, has said.

Nsibambi disclosed that the finance ministry would allocate sh120b this financial year to operationalise the project. In a written brief to President Yoweri Museveni, Nsibambi said an inter-ministerial committee comprising the ministries of finance, northern Uganda rehabilitation and the Prime Minister's office had been formed to determine the work and procurement plans for allocating PRDP money to the selected ministries and districts.

The committee is to be chaired by state minister for northern Uganda Rehabilitation David Wakikona. The PRDP is a comprehensive plan by the Government to eradicate poverty and improve the welfare of the population in the north after years of war.

The Government is to achieve this through consolidation of state authority, rebuilding and empowering communities, revitalisation of the economy and peace building and reconstruction.

According to information from the Prime Minister's office, once those conditions have been achieved, it is anticipated that the north will be fully integrated under the Poverty Eradication Action Plan.

The project was launched by the President in 2007 and was expected to become operational on July 1, 2008 and run for three years.

Out of sh1.1trillion, the Government is to contribute 30% and development partners 70%. The PRDP is designed for three years as a stabilisation programme to create the necessary conditions for development.

It is anticipated that after three years, the PRDP will be assessed. Nsibambi said once the money has been released, ministries and districts under the project would be required to send work plans for the project activities and procurement plan to the permanent secretary in the premier's office and the secretary to the Treasury.
