Uganda's recently appointed Permanent Representative to the UN, Dr. Ruhakana Rugunda has hailed the government for undertaking all possible efforts to end the LRA insurgency in Northern Uganda.

Dr. Rugunda says that although the Juba peace talks have not achieved a comprehensive peace agreement because of the LRA‘s reluctance to sign the agreement, the government has remained committed to the peace process.

The LRA leader Joseph Kony failed to sign the agreement on several occasions when he was expected to do so citing the failure to rescind the International Criminal Courts (ICC) Indictments against him and his top commanders for war crimes.

Rugunda who is the outgoing internal affairs minister and head of the government delegation on the Juba peace talks between the government and the LRA told journalists in Kampala yesterday that if Kony had signed the peace agreement, he (Kony) would have got a good deal.

He says continued failure by the LRA to sign the agreement forced the governments of Ugandan, Sudanese and Congolese to jointly attack the rebels in their hideout in the densely forested Garamba National Park in North Eastern DR Congo.

The offensive code named ‘Operation Lighting Thunder' was launched on December 14.
