The situation in northern Uganda has variously been described as: “the worst humanitarian crises,” etc. These phrases, as extreme as they sound do not fully reflect the true level of suffering that has been going on in the affected regions and districts. Carol Bellamy the UNICEF Executive Director said “I have seen a lot of bad situations in my working life, but few are as shocking”.
